Success in bid for Community Club Funds

Ellenborough Table Tennis Club has been awarded £593,000 as part of the Government funded Community Club Development Programme (CCDP). Overseen by Sport England an amazing £60 million has been distributed though 16 sports; these funds have been specifically earmarked to develop links between the country’s leading clubs and their local communities with the aim to advance club facilities in a creative and innovative manner. 


The English Table Tennis Association (ETTA) identified Ellenborough T.T.C as one of four clubs to be allocated funding from the CCDP programme. As such Ellenborough has received the guidance and specialised expertise of Paul Baker, ETTA’s National Facilities Officer in addition to the tremendous support from Sport England’s Helen Ives, who has helped the club through all phases of the application process. 
The combination of funds and support will provide Ellenborough with an enlarged and refurbished playing area, function room with bar and social area, changing rooms, toilets, office and storage space, excellent disabled access, as well as new lighting, heating and ventilation systems throughout. No stone has been left unturned in making sure that this facility will be as accessible, popular and engaging as the sport itself and a true focal point for the local community.Joan Ryan, MP for Enfield North, said “This is fantastic news. This will be hugely beneficial to our community and in particular to our young people”.

The club Chairman David Hope reinforces these sentiments: “Thanks to the untiring efforts of our Committee and the support of certain Councillors and Officers of the London Borough of Enfield, our dream will come true when we re-open in October, 2006.”

“Community Club Development Programme” is an innovative collaboration between Government - the Department for Culture, Media and Sport, Sport England and 16 National Governing Bodies. As such, the programme is intended to address the needs of the backbone of English sport, the community based sports club. It aims to bring with it flexibility to encourage creative approaches to enhancing club facilities and increasing participation by members of the local community.
 
Funding is £60 million - £20 million from the Government’s Capital Modernisation Fund and £40 million from the Spending Review 2002 (covering the years 2003-04, 04-05 and 05-06), - and is intended to allow for a total around 250-300 projects. The 16 National Governing Bodies are arranged in two bands. Band 1 sports are to receive a fixed allocation of funding over three years (£9.4m), and is comprised of Football, Lawn Tennis, Cricket and Rugby Union. Band two sports are able to bid from a pot totalling £20m over three years. The sports included in band two are Rowing, Hockey, Canoeing, Netball, Table Tennis, Judo, Basketball, Cycling, Gymnastics, Badminton, Rugby League and Swimming. 
The overall aims of this investment programme are:

To assist in creating a sustainable and financially viable sports club infrastructure in England that links with schools, provides appropriate support and pathways for identifying and developing talented individuals and meets the needs of local communities.
 
To increase club membership levels among young people and to support the development of quality assured ‘junior’ sections of clubs. 
To increase club membership among women, black and other ethnic groups and people with disabilities. 
The objectives which the investment programme is seeking to achieve are:

To promote the development of sports clubs for young people through enhancing club school links and extending community access
 
To promote the development of ‘hub/beacon’ clubs that create club networks and pathways through sport linked to the NGB programmes. 
To promote the development of multi sport clubs to achieve economies of scale and to promote cross sport co-operation and development 
To ensure that facility investment is supported by adequate investment in the training and development of key people (coaches, officials and administrators) 
To create a large investment programme and ensure long-term viability and sustainability. 

The programme itself was signed off by the Secretary of State for Culture, Media and Sport in December 2002, and it was agreed that management of the programme be handed to Sport England.
